Office of Civil Defense (OCD) opens the discussion with the Department of Information and Communications Technology (DICT) on the proposed transfer of Emergency Telecommunications Cluster (ETC) chairmanship at the NDRRMC Conference Room, Camp General Emilio Aguinaldo, Quezon City.
DICT Undersecretary for Special Concerns Eliseo M Rio Jr presided the meeting attended by OCD, NTC officials as well as representatives from the Kapisanan ng Mga Broadkaster ng Pilipinas (KBP). Aside from discussions on the proposed transfer of ETC chairmanship from OCD to DICT, proposed training modules on DRRM-ETC and other Capacity Building Courses were presented by the OCD Capacity Building and Training Service.
In the recent Council Meeting on 12 January 2017, DICT’s membership to the Council was formalized. By virtue of RA 10844, DICT was created with the mandate to plan, develop and promote the National Information Communications Technology (ICT) development agenda.
Since then, DICT has been involved in NDRRMC’s programs and initiatives. The Agency has been participating in disaster operations including the Response Cluster Operations where the ETC operates.
Currently, OCD acts as the lead cluster for ETC as stipulated in the National Disaster Response Plan (NDRP) and with the recent membership of DICT in the NDRRMC, the proposed transfer of chairmanship was discussed.
As way forward, OCD shall lead the formulation of a training program for DICT highlighting the emergency telecommunications component during disaster operations. DICT will work closely with OCD to further capacitate its officials on the role of ETC during disaster operations prior to the official transfer of chairmanship.
