Police Chief Superintendent Guillermo Lorenzo T Eleazar, Acting Regional Director, National Capital Region Police Office, presented the arrested police officer arrested for attempted homicide on July 30, 2018 at Camp Bagong Diwa, Bicutan, Taguig City.
P C Supt Eleazar immediately ordered the relief of SPO2 Randy Fortuna y Quiapo, assigned at Special Reaction Unit-Explosive Ordnance Division of Pasay City Police Station.
Fortuna was arrested July 29, 2018 along the hallway of 1st Flr, Bldg F, SPD Quartering inside the premise of Camp Bagong Diwa, Bicutan Taguig City for Attempted Homicide and Slight Physical Injury in relation to Section 3.B of R.A. 7610 also known as Child Abuse.
According to investigation, victims identified as: Alyas Jun-jun, (minor), grade 11, Senior High School student, and Harold Godwin Villacruel y Levita, 18 years old, Junior High School, both residents of NCRPO Quartering building, were buying something in a sari-sari store in Building F, SPD quartering when Fortuna arrived under the influence of liquor and without apparent reason aimed his firearm to Jun-jun’s head and uttered: “gusto mong sumunod sa tatlong pinatay ko?” and eventually hit Jun-jun’s right shoulder using his firearm.
Fortuna ordered Jun-jun to run and the latter followed leaving Villacruel behind. Jun-jun sought assistance from his mother who immediately reported to the duty sentinel, SPO3 Noriel B Meman, RHSG-NCRPO.
On the otherhand, while Villacruel was left in the sari-sari store, Fortuna again aimed his firearm to Villacruel’s chest and slapped him twice and uttered: “Ako lang ang siga dito, wala ng iba.” Villacruel went upstairs however Fortuna continue his rage and shouted: “Saan ka pupunta? Magsusumbong ka ba sa tatay mo? Gusto mo samahan pa kita at papatayin kita mismo sa harap ng tatay mo.”
Thereafter, duty sentinel arrived and arrested Fortuna and confiscated his firearm, a Glock 17 with serial number PNP093 containing 15 pieces of 9mm live ammunitions.
Fortuna is now under the custody of the Regional Special Operations Unit (RSOU) for proper disposition. He will be facing administrative and criminal charges.
Based on background investigation, Fortuna had been complained by his wife for physical injury in relation to R.A. 9262 known as Violence Against Women and their Children (VAWC) and they are undergoing marriage reconciliation program at the Women and Children Protection Center in Camp Crame.
