MECHANICS OF THE COMPETITION
THE 2018 WESTERN COMMAND STUDENT ART COMPETITION

The Western Command is inviting all high school and college students of Palawan to join the first Western Command Student Art Competition.

ELIGIBILITY AND ENTRY REQUIREMENTS

  1. The contest is open to high school and college students ONLY currently enrolled in any duly recognized schools/universities in Palawan.
  2. All artworks must be Representational which are in any style, realistic, stylized(distorted figure), representational cubism in Horizontal/Landscape Orientation. It should conform to the theme: AFP: One with the Community Towards Sustained Peace, Development And Prosperity of Palawan
  3. Participants may submit maximum of two entries. No participation fee is required.
  4. Guidelines for the artwork:

Size/Orientation Size should be at least 2 x 3 feet but not bigger than 3 x 3 feet, including the box frame. Only rectangular and square canvas will be accepted. Shaped canvas will not be accepted.

Medium Oil on canvas, acrylic on canvas and water color only. Entries using collage, decoupage, assemblage or use of non-pigment based materials like paper, board, plastic metal, cloth etc. is NOT allowed. For water color entries, any water color paper is allowed EXCEPT (illustration Board)
Textured paint, Versatex or Gessois acceptable primer for the entries.

  1. Mixed media and collages are not allowed. Entries should be ready for display: properly stretched with a box frame or in wrap-around stretcher. Wet paintings will not be accepted.
  2. Digitally enhanced entries using machine printed canvas, silk screen or tarpaulin are strictly prohibited. Participants who shall submit entries using these materials shall be automatically disqualified from this competition, and if found guilty shall be banned from joining the competition.
  3. Entries must be dated not earlier than 2017 and must be the original works of participating artists. Entries must not have been exhibited before, revised, and awarded a prize in previous competitions.

SUBMISSION REQUIREMENTS

  1. All participants must be responsible for bringing and transporting their entries to Headquarters, Western Command and must be submitted and addressed to the Office of the Assistant Chief of Unified Command Staff for Civil Military Operations, Western Command, Armed Forces of the Philippines, Brgy San Miguel, Puerto Princesa City, Palawan from 8:00AM until 5:00PM only and not later than March 5, 2018. Entries submitted after the stated date and time will not be accepted.
  2. All possible care shall be taken by WESCOM to protect the entries submitted. However, WESCOM assumes no responsibility for any loss or damage to the entries before, during and/or after the competition. Artists shall hold WESCOM and /or any of its officers or staff free and harmless for any liability/claims for loss, damage or injury to the works while in exhibitor in storage.
  3. Entry forms are available at Headquarters, Western Command or may be downloaded from www.wescom.mil.ph.During the submission, the participating artist MUST SUBMIT the following along with every entry:

10.1- Completely filled-out official entry form with one (1)1×1 ID colored picture duly signed by the student, student’s parent or guardian and the certifying professor.

10.2- Photocopy of ONE valid ID (for verification). Accepted valid IDs include: Current School ID, Driver’s License, copy of recent Passport, Postal ID, Voter’s ID, NBI/Police Clearance and AAP Membership ID.

10.3- 5”x7”colored photo of the work with the following information written at the back: Artist (Name, Address, and Contact Numbers), Title of the work, Medium, Size, Year and Price, if the artwork is for sale.

10.4 – Notarized ENTRY FORM certifying originality of entry and subscription to the rules and regulations of the competition.

  1. The participant will be given an acknowledgment receipt signed by the receiving officer with the corresponding entry number of the student upon submission. Entries with incomplete documentation or which are non-compliant with the requirements shall be automatically disqualified.

 

 

 

 

 

 

 

 

JUDGING

  1. WESCOM shall have the sole prerogative to select the Board of Judges.
  2. All entries will undergo preliminary screening before final judging. The decision of the Board of Judges SHALL BE FINAL. Judges may decide not to award prizes to any entry that does not meet certain artistic and competition requirements.
  3. All artworks of finalist and major prize winners shall automatically become properties of WESCOM.

PRIZESAND DATE OFAWARDINGOFWINNERS

  1. Cash Awards for the winners:

First Prize P5,000.00 a gold medal and a plaque
Second Prize P3,000.00 a silver medal and a plaque

Third Prize P2,000.00 a bronze medal and a plaque

  1. All finalists, except MAJOR winners, will each receive a Certificate of Merit. All participants will each receive a Certificate of Participation. The cash prizes for the1st, 2nd and 3rd winners in all categories include the purchase award for the winning art piece. All prizes will be given during the awards night and exhibition opening.
  2. Winners shall be announced on March 12, 2018.

OTHER PROVISIONS

  1. The intellectual property rights over all prize-winning works and other non-winning works shall be given to WESCOM in perpetuity. This includes the right to use, produce or reproduce, prepared erivative works of the designs for whatever purpose and whichever form as may be deemed fit by WESCOM without further compensation to the artist or his heirs and assignees.
  2. WESCOM reserves the right to use the name and photo of the artist and his/her entry for free in any broadcast, print, or digital media and to exhibit the entry as deemed fit. It further reserves the right to decide which entries will be displayed during the competition exhibit as well as those to be included in the Catalogue of Entries.
  3. All entries on display should not be sold or taken out from WESCOM within the duration of the exhibit.
  4. The artist is responsible in dealing with prospective buyer/s.
  5. All none winning entries must be retrieved by participants or their designated representatives (with authorization letter) starting May 1, 2018 to June 30, 2018 ONLY. Unclaimed artworks after this period shall be disposed of by WESCOM.
