CMC 16-2016  |  PNP welcomes petition questioning War on Drugs Campaign

CAMP CRAME, Quezon City (DWDD) – The Philippine National Police (PNP) welcomes the filing of a petition by group of lawyers requesting the Supreme Court declare the War on Drugs Campaign as unconstitutional.

According to PNP spokesperson Chief Superintendent Dionardo Carlos, they welcome such development where the lawyers from the “Free Legal Assistance Group or FLAG” insisted that the administrations campaign against illegal drugs is unconstitutional, in particular “Command Memorandum Circular (CMC) 16-2016” that allegedly gives authority to law enforcement agencies like the PNP to kill suspected drug personalities based on unknown sources, under their campaign “Oplan Tokhang.”

Carlos said that members of FLAG should have thoroughly read the “National Anti-Drug Plan of Action and did not just based it on the campaign plan. He added that all reinforcement to the drug war is purely based on our constitution, thus the question of being unconstitutional of the anti-illegal drugs campaign is baseless.

Carlos also mentioned that the Inter-agency Community on Anti-Illegal Drugs created by President Rodrigo Duterte was formed to make amends on the NADPA, which was formed by the previous administration. AES/ALS
