The National Disaster Risk Reduction and Management Council (NDRRMC) through its Executive Director and Civil Defense Adminsitrator, Usec Ricardo B Jalad, commends the local governments of Region IV CALABARZON for the provision of prepositioned disaster response support to the earthquake-stricken Municipality of Mabini, Batangas, today, 10 April 2017.
Collapsed-Structure Search and Rescue (CSSR), Emergency Medical Service (EMS) and Incident Management teams were prepositioned in Mabini at the night of April 8, 2017, by the Region IV-CALABARZON Disaster Risk Reduction and Management Council. This is in view of the possible occurrence of aftershocks following the initial temblor that occurred earlier that afternoon.
Office of Civil Defense Region IV CALABARZON (OCD IV-CALABARZON) coordinated with the various response groups in the region for the said deployment. The CSSR teams were composed of elements from the Cavite Association of DRRM Officers (CADRRMO), Tagaytay City DRRM Office, Carmona Municipal DRRM Office and the Alfonso Municipal DRRM Office.
The CSSR teams assisted the onsite Regional Civil Defense officers and WISAR Philippines team in the conduct of the Rapid Damage and Needs Assessment (RDANA), delivery of response services and the activation of the Incident Command System. Additional CADRRMO staff were also deployed to support the Mabini Incident Management Team.
Usec Jalad stressed the value of cooperation between stakeholders within affected communities as well as those in the contiguous communities to be able to effectively respond to the demands of an emergency situation. “Our Bayanihan spirit is a cultural gem that shines all the brighter in times of trouble. Let us keep it alive now more than ever so that we can be of greater service to both country and fellowmen.”
The Municipality of Mabini earlier suffered damages from an Intensity VII earthquake that rocked the region, including parts of Metro Manila in the afternoon of April 8, 2017.
