NDRRMC leads 5th Meeting of ACDM Working Group on Risk Assessment and Awareness

ASEAN Committee on Disaster Management (ACDM) Working Group on Risk Assessment and Awareness (RAA) met today for its 5th meeting at the Sofitel Philippines Plaza, Manila.

ACDM member-countries Lao PDR, Myanmar, and the Philippines were represented in the meeting together with officials from the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre), Pacific Disaster Center (PDC).

NDRRMC Executive Director and Civil Defense Administrator Usec Ricardo B Jalad welcomed the delegates of the meeting. In his message, he emphasized the importance of working with the ASEAN member states on Risk Assessment and Awareness (RAA) initiatives as outlined in the ASEAN Agreement on Disaster Management and Emergency Response (AADMER).

“This Working Group meeting is an opportune time to strengthen the mechanisms and our collaboration with the ASEAN Member States on Risk Assessment and Awareness”, said Usec Ricardo B Jalad.

The meeting focused on the review of the relevant decisions made from the previous meeting of the ACDM Working Group on RAA in Manado, Indonesia on 11 October 2016. Updates on the AADMER Monitoring and Evaluation framework and tools as well as updates from the ACDM Work Plan 2016-2020 and updates on other partners were presented.

The working group members have agreed to futher review the AADMER monitoring and evaluation tools particularly the Risk and Vulnerability Assessment (RVA) guidelines. This serves as a guide for National Disaster Management Authorities in data collection and analysis on national level risks in support to national-level decision making. The revised framework shall be endorsed to the ACDM for adoption.

Further, the members recognized the need to improve information sharing among regions to better explore interventions on RAA.

“In the spirit of ‘One ASEAN, One Response,’ a risk-based approach to response preparedness ensures targeted, value-adding support from the ASEAN community,” said Arnel Capili, Director of Operations, AHA Centre.

Discussions on the formulation of reporting mechanisms with other regions shall be initiated with other partners. An initial agreement on real-time reporting mechanisms among regions will be drafted.

It was also proposed that two pieces of training will be conducted aside from the proposed forum on ASEAN Emergency Alert System.

Another working group meeting is set to be held on August 2017.
