Quezon City — Quezon City Police District (QCPD) Acting District Director, Police Senior Superintendent GUILLERMO LORENZO T ELEAZAR said four policemen recently accused by a motorist of robbery extortion were ordered relieved from QCPD and reassigned to the Police Regional Office of the Autonomous Region in Muslim Mindanao (PRO-ARMM) effective November 14, 2016.
PSSupt Eleazar said, no less than President Rodrigo Duterte ordered reassignment of the four “Kotong Cops” particularly to Jolo, Sulu, pending investigation of their cases here in Quezon City. They were identified as PO3 Drazen Calix Clores Banatao, PO3 Teodoro Capili Morales, PO2 Juan Tumalin De Asis Jr. and PO1 Philip John Aῆonuevo Laylo. The reassignment of the suspects to PRO-ARMM came following their relief and reassignment order from DPRM PNP National Headquarters in Camp Crame dated November 12, 2016.
The robbery extortion case of the policemen stemmed out from a complaint filed by a certain Rex Macabeo Jr who claimed of having been extorted and robbed of cash last November 4, 2016 along Commonwealth Avenue, Quezon City. The police however, denied the allegations.
Aside from the criminal charges, the District Internal Affairs Service is also conducting administrative case investigation against the suspects.
PSSupt Eleazar said, “This is part of the continuous internal cleansing of QCPD which is in consonance with the theme “Hamon ng Pag-babago, Serbisyong Makatao” as it celebrates its 77th Founding Anniversary this coming November 25. Kaya patuloy po ang ating ginagawang pagbabago hindi lamang sa pagdidisiplina sa ating kapulisan pati na rin sa kalidad ng serbisyo para sa mga tao. He also emphasized that the incident should serve as a lesson for those involved in illegal activities and warning for others not to do the same. He appealed to the public to support their police by reporting criminal activities of the police. He also expressed gratitude to the complainant for his courage to report and his full cooperation in our investigation which resulted in the filing of cases against the suspects. Furthermore, we also thank President Rodrigo Roa Duterte and Chief, PNP PDG Ronald Dela Rosa for supporting us especially with our internal cleansing efforts.”
